Primary Purpose:

The HR Ops Manger manages all HR functions as they pertain to the successful daily operation of the manufacturing facility.  This position also has a primary responsibility for labor relations, including: promotes positive working relationships with management and the USW at all levels to promote a cohesive workforce, assisting in the negotiation of collective bargaining agreements (CBA) and administering the application of the CBA.  Provides day-to-day counsel to all management personnel in dealing with USW employees in the performance of their respective jobs.  Negotiates memorandums of understandings between the parties and resolves differences as required.  Acts as Constellium’s advocate in handling grievances to include arbitrations and presenting position statements to Governmental and State agencies.  Acts as Constellium’s representative in disciplinary hearing and in the discharge of both salary and hourly employees.  Conducts detailed investigations and prepares applicable reports as necessary or as directed..

 
 
Key Accountabilities:
 

Provides direction and counsel to plant management regarding all HR related aspects of plant operations and compliance. Manages labor and employee relations at a site level.  Supports the development, implementation, sustainment and auditing of policies and procedures. Provides input and support to talent management, organizational development, employee engagement, and organizational effectiveness processes/initiatives for all locations.  Provide guidance and support in the strategic development and planning process for continuous improvement and corporate initiatives within the plant.

 

Manage the labor and management function for Constellium by administering the CBA (Collective Bargaining Agreement), resolving grievances at all levels of the grievance process and negotiating settlement statements with the USW.  Provides counsel and advice to all levels of management in the application and interpretation of the CBA.

 

  • Facilitate management/labor relationships
  • Develop a cohesive and partnering workforce between management and the USW
  • Negotiate Memorandums of Understanding with the Union
  • Provide clarity to the CBA application and past practice applications
  • Process grievances and act as Company advocate at all arbitration cases
  • Resolve differences between management and USW on wide variety of issues
  • Maintain a cohesive workforce
  • Administer the CBA and provide counsel to Production unit management and staff and representatives directing the day-to-day activities of USW employees
  • Develop consistent application and interpretation of the CBA.  Act as a clearinghouse for all issues arising under the CBA.
  • Direct and supervise the activities of direct reports. 
  • Develop staff to be able to operate in the full scope of their respective HR function
  • Performs other related duties as assigned by the Vice President of Human Resources
  • Ensures a flexible HR function capable of meeting the needs of the organization
  • Initiates and conducts training for management on labor and management relations, rights, restrictions, legal issues, and the applications of the CBA. 
  • Acts as the management advocate in all arbitration cases and NLRB (National Labor Relations Board) hearing complaints. Is a member of Constellium’s bargaining team and Joint Health Care Cost Containment Committee.

 

Technical Requirements:

  • Bachelor Degree in Business, HR, Industrial Relations or related field.  Masters in Human Resources and or Labor relations preferred.
  • 10 Years’ Experience of broad-based HR experience
  • Demonstrated competencies in several core HR areas such as employee and labor relations, OD, and Employment
  • Experience shall include HR management within a mid-size to large manufacturing company
  • Ability to balance a strategic focus with a strong orientation toward process improvement and an analytical, detail oriented perspective
  • Excellent facilitator who is skilled in resolving conflicts and be a provider of sound counsel to senior leadership on sensitive HR issues

 

Complexity:

 

Job requires complex thinking and problem solving skills that can be both independently or collaboratively made.  Decisions will help establish a precedent and can have a large dollar impact.  Must be able to make a decision with limited resources within a short period of time. 

 

The incumbent is given the freedom to implement decisions and resolutions to problems/grievances upon seeking approval. 

 

The job requires the close working relationship with all levels of the organization to include Corporate, Plant Management down to the shop floor.
